A look around the NFL as Tuesday wraps up:

  • Free agent cornerback Cary Williams, whom Seattle released Monday, is drawing interest from several teams around the league, Aaron Wilson of the Houston Chronicle reports (via Twitter). One of those teams is the Rams, tweets Jim Thomas of the St. Louis Post-Dispatch.
  • The Browns officially named Johnny Manziel their starting quarterback today, but it doesn’t sound as if head coach Mike Pettine is 100% committed to the decision. Jason Cole of Bleacher Report (video link) suggests that the move back to Manziel from Austin Davis was motivated in part by Pettine trying to save his job.
  • Ravens quarterback Joe Flacco had surgery Tuesday to repair his torn ACL. The procedure went well, per ESPN’s Adam Caplan (via Twitter). He’s expected to make a full recovery and should be back in six to nine months, adds CBS Sports’ Jason La Canfora (Twitter link).
  • The Raiders extended the contract of fullback Jamize Olawale on Tuesday, and ESPN’s Bill Williamson points to offensive tackle Donald Penn and receiver Michael Crabtree as players the club could look to lock up next (Twitter link). Penn has started 28 straight games since joining the Raiders in 2014, while Crabtree leads the team in receptions (66), targets (115) and touchdowns (seven) this year. Both are scheduled to hit free agency during the upcoming offseason.
  • Clemson safety Jayron Kearse and Ohio State linebacker Darron Lee are leaning toward entering the 2016 draft, according to Rand Getlin of NFL.com (Twitter links: 1; 2). If they do, Michigan tight end Jake Butt won’t be joining them. He announced that he’ll return to school for his senior season (Twitter link via Getlin).

Raiders, Donald Penn Discussing Extension

The Raiders and Donald Penn are discussing an extension, Vic Tafur of the San Francisco Chronicle reports. Penn has said in the past that he wants to retire a Raider and a contract extension could ensure that.

I don’t want to get into that, just focusing on things on the field,” said Penn, who stands 6’4″ and weighs 315 pounds. “But yeah, that would be great. I love it here. I grew up a Raiders fan and we’re getting closer to bringing it back to the old, winning ways.”

Penn is on the backend of a two-year, $9.6MM contract that the Raiders offered him after would-be free-agent signee Rodger Saffold failed his physical. Penn was motivated after being cut by the Bucs and has never looked back. Quarterback Derek Carr had the NFL’s third-lowest knockdown rate (8.0 percent) last season thanks in large part to Penn’s play.

Last season, Penn graded out as the No. 11 tackle in the NFL with an overall grade of 3.4, according to the advanced metrics at Pro Football Focus (subscription required). That was a big improvement from the previous season, where Penn placed No. 29 among tackles, per PFF.

 

AFC West Notes: Broncos, Flowers, Sherman, Chargers, Raiders

While the focus is on Von Miller and Chris Harris rehabbing ACL injuries, denverbroncos.com’s Andrew Mason takes a look at other defenders coming off injury who could strengthen the Broncos’ defense, including free safety Quinton Carter and pass rusher Quanterus Smith.

Carter, who has missed most of the last two seasons because of knee and hamstring problems, looked promising as a rookie in 2011, but has since been passed on the depth chart by Rahim Moore. With Moore and T.J. Ward holding down starting spots and Duke Ihenacho and special teams captain David Bruton providing depth, Omar Bolden could be on the bubble. A healthy Carter could create an interesting storyline if he’s able to push Moore, as both are free agents at year’s end.

In the case of Smith, he was one of the most productive pass rushers in college football in 2012 before a late-season torn ACL knocked him down to the fifth round. After a “redshirt” 2013, the 6-5, 255-pounder is poised to earn reps in passing situations. Said defensive coordinator Jack Del Rio: “On tape coming out, we liked [Smith’s] athleticism, his length, his ability to bend and his ability to rush the quarterback. So those are things we’re looking forward to seeing from him.”

  • In a Chiefs mailbag, ESPN’s Adam Teicher said third-round cornerback Phillip Gainesis insurance in 2015 for Brandon Flowers, who is also expensive and may not be a good fit for what the Chiefs are doing on defense.” Flowers has three years remaining on a six-year, $49.35MM deal ($22MM guaranteed), though he struggled adapting to defensive coordinator’s Bob Sutton’s press-man responsibilities (his -9.8 pass coverage rating was the worst on the team, according to Pro Football Focus), and his name surfaced in trade rumors around draft time.
  • Chiefs Rookie quarterback Aaron Murray, drafted in the fifth round after tearing his ACL in November, could be stashed on IR, says Teicher. Behind starter Alex Smith, the Chiefs have veteran backup Chase Daniel, Tyler Bray and Murray, though Teicher doesn’t see keeping all three or utilizing a practice squad spot as viable options.
  • Fullback Anthony Sherman has flourished in Andy Reid’s West Coast offense, writes Pro Football Focus’ Matt Claassen. According to PFF, Sherman had an outstanding season as a run blocker, was an opportunistic as a receiver and served as a productive, core special teams player.
  • Gregg Rosenthal of NFL.com provides a projected starting lineup for the Chargers. In his accompanying thoughts, Rosenthal calls tight end Ladarius Green a potential breakout player. Meanwhile, in a fan chat for the team’s website, GM Tom Telesco explained why less than ideal measurables didn’t prevent them from drafting cornerback Jason Verrett — who is expected to start from Day One — and nose tackle Ryan Carrethers.
  • In a review of the Raiders’ offseason, ESPN’s Paul Gutierrez praises GM Reggie McKenzie for not overthinking and letting the draft come to him, particularly with top picks Khalil Mack and Derek Carr. Gutierrez also credits McKenzie for not overpaying for veteran free agents while creating a “strong enough locker room to withstand a wild card or two,” i.e. the addition of Greg Little.
  • Accordingly, Rosenthal says, “No team had a more dramatic overhaul this offseason,” as he projects the Raiders’ starting lineup. In his supplemental notes, Rosenthal calls free agent offensive tackle Donald Penn a boom-or-bust signing and says there’s reason to worry about the secondary, particularly if 2013 first-rounder D.J. Hayden doesn’t elevate his game.

Extra Points: Hali, Penn, Prospect Visits

Chiefs‘ pass rusher Tamba Hali received a $2MM roster bonus on Thursday, assuring his place on the team in 2014, reports Terez Paylor of the Kansas City Star (via Twitter). He credits Joel Corry of the National Football Post with first noticing. Hali was one half of the terrorizing pair of quarterback killers that helped get the Chiefs’ defense off to such a hot start (the other half being Justin Houston). He would have been tough to replace, and it would have been somewhat of a surprise had he been released for cap space.

  • New Raider Donald Penn went on SiriusXM NFL Radio to discuss his tumultuous offseason, writes Michael David Smith of Pro Football Talk. “The way Tampa did me kind of left a bad taste in my mouth. I kind of wish they were on the schedule, but they’re not,” said Penn. “I built a great relationship there. But the way they did it at the end, it wasn’t right in my book. I’m a grown man and they could have treated me like a grown man.”
  • Texas A&M receiver Mike Evans is taking an official visit with the Jets, reports Tony Pauline of Draftinsider.net (via Twitter). Evans is considered the second best receiver in the draft, and a potential top-ten pick.
  • The Jets will also work out offensive tackle Kadeem Williams out of Albany, reports Aaron Wilson of the Baltimore Sun (via Twitter). Williams will also work out for the Giants.
  • Vanderbilt’s Jordan Matthews went on SiriusXM NFL Radio to discuss teams interested in the wide receiving talent, reports Alex Marvez of Fox Sports 1. Matthews announced he will have pre-draft visits with both the Titans and Panthers.

AFC Notes: Jets, Contract Details, Titans

We heard on Tuesday, shortly after the Giants had officially signed Dominique Rodgers-Cromartie, that the Jets had increased their offer at the 11th hour in an effort to land the free agent cornerback. In his latest piece for TheMMQB.com, former NFL exec Andrew Brandt offers some additional insight on that story, suggesting that the Jets’ initial offer had a one-year, $6MM structure, with options beyond that for future seasons. When it became clear that the Giants were closing in on a deal, GM John Idzik, attending Teddy Bridgewater‘s Pro Day, scrambled to change the structure of the Jets’ offer, but it was too late by that point.

  • Paul Kuharsky of ESPN (Twitter links) has the goods on Charlie Whitehurst‘s two-year deal with the Titans. The quarterback gets a $1MM signing bonus, a $1MM guaranteed base, a $250K roster bonus on the fifth day of the 2015 league year, and a $2.25MM base in ’15. In short, the Titans can get out of the deal after 2014 without much penalty.
  • Aaron Wilson of the Baltimore Sun (via Twitter) reports that nose tackle Jerrell Powe gets a $645K split salary from the Texans on his one-year deal.
  • The Titans, who cut kicker Rob Bironas yesterday, called Old Dominion kicker Jarod Brown, tweets Aaron Wilson of the Baltimore Sun. The 49ers and Colts also worked Brown out at his Pro Day.
  • Offensive tackle Donald Penn says reuniting with former Bucs assistant Greg Olson was a big factor in his decision to signing with the Raiders, tweets Vic Tafur of the San Francisco Chronicle.
  • Although Rich Cimini of ESPNNewYork.com reported yesterday that the Jets had reworked Mike Goodson‘s contract to clear his 2014 roster bonus from the team’s cap, Manish Mehta of the New York Daily News says (via Twitter) says that actually happened at the start of the 2013 season.

Raiders Sign Donald Penn

4:01pm: Penn has now officially signed with the Raiders (Twitter link).

WEDNESDAY, 2:11pm: Penn’s deal with the Raiders will be a two-year contract with a base value of $9.6MM and a guarantee of $4.2MM, tweets Albert Breer of the NFL Network. Adam Caplan of ESPN.com adds (via Twitter) that Penn could earn up to $11.9MM on the deal if he reaches certain playing time and Pro Bowl incentives.

TUESDAY, 6:53pm: The Raiders have agreed to sign offensive tackle Donald Penn, tweets Albert Breer of the NFL Network. Ian Rapoport of NFL Network (on Twitter) first reported that the two sides were nearing agreement. Landing Penn should be a big help for Oakland after the Rodger Saffold deal fell through.

The Buccaneers cut Penn earlier this month, dropping most of his $7.5MM salary for 2014 and signing Anthony Collins in his stead. Cutting ties with the soon-to-be 31-year-old left Tampa Bay on the hook for just $1MM in dead money. Ever since he was cut loose by Tampa Bay, speculation was rampant that he would wind up with either the Redskins or the Raiders. While Penn met with Washington yesterday, it appears that he has found a home in Oakland.

Saffold appeared to have a deal struck with the Raiders, but Oakland backed out of the deal over perceived health issues. Ultimately, the tackle wound up signing a five-year pact with the Rams.

NFC Rumors: Idonije, Clark, Penn, Spencer

Defensive lineman Israel Idonije spent the first nine years of his NFL career with the Bears before joining the Lions as a free agent a year ago. Now back on the market, Idonije appears to be considering a reunion with his old team. Albert Breer of the NFL Network reports (via Twitter) that the veteran will be visiting with the Bears tomorrow, while ESPN.com’s Michael C. Wright adds (via Twitter) that Idonije will be taking a physical in Chicago, and the club hopes to lock him up. While we wait for further developments on that front, let’s check in on a few other items from around the NFC:

  • Free agent safety Ryan Clark tells Tom Pelissero of USA Today that his agent continues to negotiate with the Redskins and that he has also received interest from the Ravens and Jets.
  • As of earlier this afternoon, free agent tackle Donald Penn was still in Washington, with the Redskins still working to sign him, says Ross Jones of FOX Sports (via Twitter).
  • Free agent defensive lineman Anthony Spencer left his meeting with the Giants today without reaching a deal with the team, according to Ralph Vacchiano of the New York Daily News (via Twitter).
  • The Lions hosted safety Ha Ha Clinton-Dix for a pre-draft visit today, tweets Tim Twentyman of DetroitLions.com. Considered one of the top two safeties in this year’s draft class, Clinton-Dix could be a candidate for Detroit at No. 10.
  • The NFLPA will elect a new president to replace Domonique Foxworth on Wednesday, and Ben Watson of the Saints is a name to watch, tweets Albert Breer.

FA Rumors: Fletcher, Starks, Penn

Linebacker Dane Fletcher is reportedly visiting with the Raiders, reports Jason La Canfora of CBS Sports (via Twitter). Mike Reiss of ESPNBoston.com reports that while Fletcher is interested in the Raiders, he will not be visiting them until tomorrow (via Twitter).

Here are some other free agent rumors from around the league:

  • James Starks will be visiting the Steelers on Monday, reports Tyler Dunne of the Milwaukee Wisconsin Journal-Sentinel. Dunne believes that while running back is not a pressing need, the Packers would be interested in bringing Starks back.
  • Donald Penn will be visiting with the Redskins on Sunday, reports John Keim of ESPN (via Twitter). The former Buccaneer was released earlier this week.
  • The Raiders quarterback situation is still in flux, and Albert Breer of the NFL Network reports that the team is interested in Josh Freeman (via Twitter). The team will also look at Matt Schaub when he is released from the Texans, as expected. In a second tweet he writes that he imagines the Raiders will make a push after those two before considering Michael Vick.

NFC Rumors: Peppers, Cowboys, Penn, Clark

When DeMarcus Ware was released from the Cowboys due to his high salary, nine seasons and 117 sacks walked out the door, with the seven-time Pro Bowler eventually landing with the Broncos. Add in the Cowboys losing Jason Hatcher, who totaled 11 sacks last season, and the void at pass-rusher in Rod Marinelli’s 4-3 defense was unmistakeable.

So, it makes sense that the Cowboys have reached out to another former All-Pro, Julius Peppers, who was released by the Bears on Tuesday. CBSSports’ Jason La Canfora hears that the Cowboys‘ interest in Peppers is “quite real,” pointing out the obvious connection (via Twitter) between Peppers and Marinelli, who teamed in Chicago from 2010-’12.

ESPN reporter Josina Anderson confirmed La Canfora’s report (via Twitter), calling the interest significant but not going so far as to guarantee the deal.
